According to a long tradition, the teaching work in NCIPD is carried out with the active and effective technical assistance of the associates from the sector for educational, scientific-organizational and methodical activities. Specialists, graduates, doctoral students are trained here and courses and individual training for postgraduate qualification are conducted. The sector carries out activities related to the pre-printing processing and publishing of magazines, journals, bulletins and other printed publications of NCIPD. An important link in the sector is the library of the Center. It has a wide range of Bulgarian and foreign scientific literature and periodicals.

In the sector, central coordination and logistical support of the NRL at NCIPD and the laboratories of the country, which declare participation in the National System for Quality Control of Laboratory Activity, is carried out.

In the Records Department, incoming and outgoing documentation for NCIPD is filed. Courier activities related to the official documents of NCIPD with other institutions are performed.

The activity of the sector can be systematized in the following directions:

  • prepares, approves and stores the relevant documentation on the educational activity at NCIPD
  • draws up a "Program for SDO", which is uploaded to the website of the NCIPD
  • acceptance of requests under the announced program for courses and individual trainings, processing of the necessary documents and coordination during their implementation
  • issuance of the documents established for the Higher Education system for postgraduate study and acquired qualification and requalification (diploma, certificate, certificate, etc.)

NCIPD is a base for postgraduate training of senior and secondary personnel in the field of laboratory diagnostics and epidemiology of infectious and parasitic diseases. The training of specialists is one of the priority tasks of the Center. Since April 1999, the National Center has been accredited by NAOA with the right to train doctoral students in the six main medical specialties - Virology, Epidemiology, Immunology, Immunopathology and Allergology, Microbiology and Parasitology. In April 2017, NCIPD was successfully re-accredited.

For doctoral programs and specializations, the activity in the sector is related to the classification and storage of all documents according to the criteria system in individual folders, preparation of orders for examination committees, preparation of evaluation protocols for the holding of the relevant colloquium/candidate minimum, organization and conducting competitions for full-time doctoral students.

For the organized courses and individual training for specialists, doctoral students, graduates and specialists as continuing education held at the National Center for Advanced Studies, we prepare a "Program for Postgraduate Studies", which is uploaded to the website of the National Center for Advanced Studies. The courses are free of charge for National Centers, RHIs, specialists and doctoral students by state order. For those working at the Ministry of Defense, Ministry of Internal Affairs, DCC, MC, MBAL, SBAL, private laboratories, etc. courses and individual training are paid as follows: the training fee for 1 day is BGN 15.00.

According to Ordinance No. 34 on the SDO of the Ministry of Health for Postgraduate Education, dealing with continuing qualification, all forms of education, incl. courses, individual training, seminars, congresses, receive a credit rating regulated by the EC. After completing the training, the participants in the forms of the long-term qualification receive a certificate, for which they pay the sum of BGN 5 at the cash register of the NCIPD.

Scientific journal PROBLEMS of infectious and parasitic diseases

"PROBLEMS of Infectious and Parasitic Diseases" is a peer-reviewed open-access medical journal of scientific papers covering laboratory research data on human infectious diseases as well as its application for elucidation and management of epidemic processes. It is published by National Centre of Infectious and Parasitic Diseases in English, with periodicity of three issues annually, in a print and digital version.

The library of the National Center for the Study of Medicine has long-standing traditions, created with the opening of the Center's building in 1938. and belongs to the scientific specialized libraries. It is one of the few libraries in the country that store international editions from the end of the 19th century on the Center's specialties and which represent a bibliographic rarity.

The library of the National Institute of Health and Medicine builds, maintains and updates a library collection of specialized medical periodicals, literature and reference publications. The general fund numbers nearly 10,000 volumes. It aims to provide library and information services to all habilitated persons, specialists, doctoral students, specialists, students and employees of the Center, as well as external specialists in the same field and to assist in increasing their qualifications for the realization of scientific research.

The library supports education by carrying out library and bibliographic inquiries through interlibrary and international interlibrary loan. It maintains relations with all scientific libraries in the country and with a large number of related Institutions and libraries around the world, using the international book exchange.

IMPACT FACTOR and CITATION INDEX inquiries are made.

Keeping pace with the rapid development of world science, the Library also provides automated information services via the Internet, which provides access to all information databases in the field of medicine and high technologies. All students have access to the information systems PLOS ONE, PLOS MEDICINE, OPEN ACCESS, PUB MED, SCOPUS, THOMPSON REUTERS, etc. For the convenience of users, the magazines that can be obtained from the library have, in addition to a paper version, an online subscription. For this purpose, the library has 3 computers with Internet access.

In the "UNOMD" sector, every laboratory in the country can receive information on the way to include and participate in the external laboratory control carried out by the National Institute of Health and Welfare.

External quality assessment is carried out in two cycles /I and II cycle/, in 3 directions: Virology, Parasitology and Microbiology within one year, according to a fixed schedule approved by Order No. 83/ 04/13/2018 of the Director of the NCZPB.

In the sector, we currently process the registration and technically form the received requests, distribute them and send them as intended to the NRL, which conducts the tests related to the National System for External Laboratory Quality Control of the diagnostic laboratories in the Republic of Bulgaria in Virology, Microbiology and Parasitology .

We process and check the obtained results, which we provide to the NRL for the preparation of protocols containing a list of successfully passed participants.

These protocols are the basis for us to prepare certificates and mail them to the applicants. We also prepare and send reports accompanied by the necessary documentation to the National Health Service.

For the correct conduct of the External Quality Assessment, we have prepared Internal Rules, which have been approved by the Director of the National Institute of Quality Control and provide clear directives for following the prescribed procedure.

Courier activity is carried out related to the official documents of the NCIPD with other institutions / Ministry of Health, Council of Ministers, SDO, BAS, NHOC, IAL, Bulgarian Accreditation Agency, etc./, delivery and receipt of official mail by departments and laboratories, work with courier companies, processing and storage of documents, acceptance of documents in the institutional archive.
